Somewhere along the way (I believe starting with v8.5), if you register a user with a Notes ID, they cannot change their internet password. The option in DWA preferences doesn't appear for them. However, they can use the following URL to change their internet password:

A tag is a keyword that is used to categorize an entry. To view the entries with a particular tag, click a tag name or enter a tag in the box.
The tag cloud indicates the frequency of tag use. Popular tags appear darkest. The slider control adjusts how many tags are displayed in the tag cloud.
1 Chris Whisonant Permalink I think some of the newer options in the Configuration Document are changing what used to be a default behavior. Check your iNotes tab in the config doc and go to the Other Settings section at the bottom right. There's an option to allow for "modification of internet password". Do you have this enabled or disabled?
2 Barbara Skedel Permalink The modification of internet password is set to enabled. I was mistaken in that the change password option doesn't appear for the user; it does, but when the person fills out the form and clicks OK, the following error appears - "Password change process failed. Password was NOT changed."
According to technote #1298572, this is due to the security policy
setting "Update Internet Password When Notes Client Password
Changes", for users who do not have a Notes id embedded in their
mail file (which we don't do). By using the URL I put in my blog,
the change works.
