Ok, looking at this UI, one would think you can click both the top option and lower option because they are checkboxes.....

Nope, they have some onclick that disables the other.

So what if I want to

• allow anonymous users with reader access to everything in the place
• Allow any authenticated user to post in the discussion
  

And why is this popup not within the window for Add members?
For example, add Everyone in the red box below.
