Had a user with a funny looking mail rule. Trying to enable or disable it yields the ever-so-helpful pop-up:

That's definitely not winning any prizes for user-friendliness. The couple time I have seen this in Notes 8.x have been when the soft delete interval in the user preferences was set to 99999 hours (by two different people, both of whom presumably wanted to have their trash hang around forever).
